Identify the educational setting: Is it an academic setting as in a university, or is it hospital based?
The education setting is an academic setting in a university. In this case, the students have expressed an inability to use the e-library thus limiting their capacity to access learning resources. For that matter, there is a need to educate the students on how to use the e-library and access learning resources. As such, the case study’s education setting is an academic setting that involves addressing students’ inability to access the e-library.

Identify the educational needs that will be addressed using distance education.
The specific education need is to improve the students’ capacity to access the e-library and acquire the resources they require to complete their class assignment. This means that the distance education will direct the students on how to access the e-library and use the publications stored in the library.

Develop learner objectives and evaluation strategies specific to the case study situation.
The leaner objectives identify what the students should know how to do when the case study is completed. On the other hand, the evaluation strategies determine the tasks that students will complete to indicate that they have achieved the learner objectives (Trumbull & Lash, 2013). Two learner objectives were identified for the case study. Firstly, to execute the command functions required to access the e-library at the end of the education program. Secondly, to access the education material and publications that are archived in the e-libraries at the end of the education program. The two objectives will be evaluated through three types of strategies that include application, execution, and implementation of practical tasks that entail the use of e-libraries to access the required scholarly materials. Firstly, it will use a rubric that sets the performance criteria. Secondly, it will design effective and clear questions to allow students to creatively express what they have learned. Thirdly, clarify the parameters in terms of how long the assessment will take, response depth, time and date (Billings & Halstead, 2015). In this respect, the education program will use a continuous assessment model to evaluate learning outcomes.
